Cleaner vehicle exhaust shifts pollution risks to overlooked VOCs. A concentration–reactivity–toxicity framework shows that stricter emission standards reduce total volatile organic compound (VOC) emissions but increase the relative importance of oxygenated volatile organic compounds (OVOCs) and aromatics. These species continue to drive ozone and secondary organic aerosol formation and dominate estimated non-carcinogenic and carcinogenic risks, highlighting the need for species-specific monitoring and next-generation vehicle emission standards.
