This is Dr. Kiyoshi Kurokawa, Chairman of the Health and Global Policy Institute, Academic Fellow of Graduate Research Institute of Policy Studies, Professor Emeritus of the University of Tokyo, and former President of the Science Council of Japan. He has been named to receive the 2012 Scientific Freedom and Responsibility Award from the American Association for the Advancement of Science.
