The larger the circle, the more important the attribute for the success of community-based co-managed fisheries. Topping the list -- for small-scale as well as industrial fisheries -- were the presence of community leaders, strong social cohesion, individual or community quotas and community-based protected areas, provided the protected area is proposed and monitored by local communities.
