Permanent normal trade relations (PNTR) with China will benefit the U.S. seed industry along with other agricultural sectors, says the American Seed Trade Association (ASTA), joining several U.S. farm groups in support of PNTR legislation.

"By enhancing the trade position of U.S. agriculture with China, this legislation will benefit the seed industry," says ASTA Executive Vice President Dean Urmston. "It will encourage China to import more U.S. seed along with other U.S. farm products."

The United States exports roughly $1 billion in seeds worldwide each year, but only about $2 million worth goes to China. PNTR legislation is needed to boost U.S. seed sales there.

Moreover, PNTR will foster China's adoption of World Trade Organization provisions regarding the protection of intellectual property rights and scientific principles on phytosanitary issues related to seed trade. In addition, by eliminating the current foreign investment rules that favor domestic businesses in China, PNTR may encourage U.S. businesses, such as seed companies, to invest more in the Chinese market.

"As the most populous country in the world, China presents a tremendous market opportunity for the U.S. seed industry," notes Urmston.

Founded in 1883, the American Seed Trade Association (ASTA), headquartered in Washington, DC, is one of the oldest trade organizations in the United States. Its membership consists of more than 900 companies involved in seed production and distribution, plant breeding, and related industries in North America. As an authority on plant germplasm, ASTA advocates science and policy issues of industry importance. Its mission is to enhance the development and free movement of quality seed worldwide.
