Norm dominance gradually transitions from the strict norm (red) to liberal norms. The SH in the figure represents the strict norm that "only cooperation with a good person is good and all other cases are bad". SJ represents the norm that "noncooperation with a good person is bad and cooperation with a bad person is bad". IS represents the behavior-only norm that "cooperative behavior is always good and non-cooperative behavior is always bad". ST represents the tolerant norm that "noncooperation with a good person is good and cooperation with a bad person is good". Those norms all have the rule "cooperation with a good person is good and noncooperation with a good person is bad" in common.
