一项有1.6万名乌干达选民参与的研究提出，在2016年2月乌干达选举之前向选民发送含有关于选区预算违规的官方信息的手机短信，如果这些短信报告了比预期更少的违规，就增加了投票给现任议员的可能性，如果这些短信报告了比预期更多的违规，那么就减少了投票给现任议员的可能性，这提示了一种为选民赋权以及增加某些公职的选举责任的可能的方法。
